I don't think Dundas Square would be such a great idea. Although it appears to have some great water features, it's monitored by cameras and I'd bet that any congregation like you might be thinking would be fairly quickly dispersed by security.
How about one of the waterfalls in the Hamilton/Dundas area as another option?
