This is just a feeling I get from reading your post, so forgive me if I have the wrong impression.  You're being to much of a nice guy with your wife.  People who put the woman's feelings above their own never get what they want sexually.  Women have disdain for men whose feelings and desires take a back seat to their own.

You go to the beach, and you think you shouldn't look at women who are going for a swim fully clothed.  Who told you that?  You ARE supposed to look at them, and don't apologize to your wife.  You're probably not getting what you want because you're not setting the agenda in your relationship.  You're wife can't dictate to you what you like and dislike.  

You said your wife isn't into wetlook.  No woman is, because women don't have fetishes.  If you want your partner to enjoy it, then you'll always be disappointed.  That's an unreasonable expectation.  When they get wet fully-clothed it's always for another reason.

Here's my advice, take it or leave it:  stop thinking about what your wife wants and start thinking about what you want.  Buy some wetlook videos, and if she throws them away buy some more.  If she argues, tell her "I like wetlook, I'm not going to stop liking it, so if you don't go along with it, I'm going to kep buying videos and looking at wet women until you do start getting wet".  The best that can happen is she'll start getting wet in her clothes.  The worst that can happen is she won't, but in that case, you'll still have your wetlook videos and women who to get wet to watch.  In either case, be happy.
