Technically, the file is encoded very well, but there is still a room for improvement. First look at the file reveals, that the sound track gets a share of 176400 bps from 797656 bps total, which is a lot for 11kHz audio. Why so much? Because it is an uncompressed PCM data. In mp3 format you could get much better audio quality at only 64kbit (22kHz), or similar quality at 32kbit - which means much more bits left for the video I would also try to increase frame rate if possible (and maybe reduce resolution a bit). Low frame rate does not give much savings on file size, because of motion estimation.

Just uploaded a full length Mandy clip from the 3rd video at high quality DIVX format. The file is 2:45 min. & is a 16 meg. file.

It looks as good or better than VCD of the same clip that was 27 megs.
