I know at least one reason why: in humid weather, and if the woman's legs are close-set or big enough, the legs will rub against each other. There are two options: Talc, or shorts. But why hasn't anyone invented a garment or skirt that can just hang between the legs and otherwise let her stay cool? That is a reason for wearing a skirt/dress in the first place, right?
